Who Needs MTCTE Certification?

The following entities are required to obtain MTCTE certification before placing telecom products on the Indian market:

  • Original Equipment Manufacturers (OEMs) (Both Indian and Foreign)
  • Importers and distributors of telecom equipment
  • Authorized Indian Representatives (AIR) acting for foreign manufacturers
  • Vendors and suppliers catering to telecom service providers

MTCTE Certification Schemes

Depending on the nature of the product and compliance level required, different schemes apply:

  • General Certification Scheme (GCS): Requires full testing and compliance for complex equipment.
  • Simplified Certification Scheme (SCS): Reduced testing requirements for selected, lower-risk products.
  • Provisional Certification: Temporary approval valid for 2 years (usually when certain testing facilities are unavailable).
  • Regular Certification: Full compliance certification valid for up to 10 years.

  • Company details (PAN, TAN, GST/UDYAM)
  • Certificate of Incorporation & MOA/AOA
  • Authorized signatory details & Authorization Letter

Additional Documents for Foreign Manufacturers:

  • Authorized Indian Representative (AIR) authorization letter
  • Agreement or MOU between OEM and the AIR
  • OEM company details and exact manufacturing location

Testing Options Available

Applicants have two pathways for demonstrating compliance:

Option 1: With Existing Test Reports

  • Submit a Self-Declaration of Conformity (SDOC)
  • Upload existing valid test reports in PDF format
  • Ensure reports prove compliance with all specific ER parameters

Option 2: Without Test Reports

  • Select an approved CAB (Conformity Assessment Body) or RTEC lab
  • Conduct exhaustive parameter-wise testing
  • Pay testing fees directly to the selected laboratories
